The Council on Employment and Social Policy Affairs (EPSCO) adopts regulations and directives as well as conslusions and conducts political debates on labour market and social policy issues.

The legislation (directives, regulations, etc.) is binding for Member States. In the employment field, legislative measures mostly concern labour law matters (working time, equal treatment etc.) and occupational safety and health (noise, vibrations, etc.).

Council conclusions are not binding for Member States. The often concern the cooperation within the framework of the so-called Open Method of Coordination (OMC).


European Commission Green Paper on the Future of Labour Law

On November 22, 2006 the European Commission published a Green Paper on the Future of Labour Law with 14 questions.

The Lissabon Strategy
